BI SUSPENDS ISSUANCE OF QUOTA IMMIGRANT VISAS
6 October 2010The Bureau of Immigration today said it temporarily suspended the issuance of Quota Immigrant Visas to give way to a speedy inventory of the number of such visas that have been issued or still available and to institute measures to prevent the potential abuse of such privilege.
Immigration Officer-In-Charge Ronaldo Ledesma said he received reports that all quota immigration visas for some nationalities have already been issued out during the previous administration, thus the need for the inventory.
“We need to formulate guidelines on accountability, transparency and good governance with regard to the issuance of the quota immigrant visas to prevent abuse,” Ledesma said. “The present system in place is prone to corruption and must be discarded.”
Ledesma, a lawyer and a career immigration official before being appointed OIC last July 29, said the BI issues quota immigrant visas as provided for under Section 13 of Commonwealth Act No. 613, as amended.
Under the law, Ledesma said only the immigration commissioner may issue such visa, and the commissioner is allowed to issue 50 quota immigrant visas per foreign nationality every year.
Ledesma, author of four immigration law textbooks, said he expects the inventory of quota immigrant visas to be completed by next week.
“By the time it is completed, we hope to have the new guidelines in place, in accordance with the present administration’s thrusts of transparency and of curbing corruption and to further improve the bureau’s service delivery,” he said.

BI RESUMES ISSUANCE OF QUOTA VISA
MARCH 6, 2011The Bureau of Immigration (BI) will resume the issuance of quota immigrant visas to certain foreign nationals following the release of new guidelines designed to prevent abuse of the said privilege.
Immigration officer-in-charge Ronaldo Ledesma said he signed the memorandum circular prescribing the new guidelines five months after he suspended the issuance of quota visas amid reports of anomalies that allegedly attended their processing and approval under past administrations.
Ledesma justified the suspension as necessary to pave the way for the adoption of stricter measures to ensure that only legitimate and qualified applicants are granted such permanent visas.
“We needed to formulate guidelines on accountability, transparency and good governance with regard to the issuance of the quota immigrant visas to prevent abuse,” said Ledesma. He noted that the previous system was “prone to corruption and must be discarded.” Ledesma, a career BI official and author of several books on Philippine immigration laws, said the issuance of quota immigrant visas is provided under the 1940 Philippine Immigration Act.
The quota visa is issued only to nationals of countries which the Philippines has diplomatic relations and which grants the same immigration privileges to Filipinos under the principle of reciprocity.
Ledesma said under the new rules, only foreigners with special scientific, educational and technical skills and knowledge and those with viable investments in the Philippines can avail of the visa.
Only the BI commissioner may issue such visa, which cannot exceed 50 visas per foreign nationality every year.
Ledesma said the new guidelines are “no longer prone to abuse as they conform to the present administration’s thrusts to institute transparency and curb corruption in the bureaucracy.”
He said the BI will start accepting applications for the quota visa after a personnel order is issued designating the authorized immigration legal officers who would hear and screen such applications.

結果的にどうなるフィリピンの永住権クオータビザ
2011年のクオータビザの申請は、初めっていますし入館の長官も就任しています。
- 未だに、取り扱い価格が公示されていない。
- 取得期間も公示されていない。
- 新規の日本からのUS$50,000相当の銀行発行の送金証明書が必要。
- もちろんフィリピンの個人名義の口座に送金です。
- フィリピンの個人名義の銀行口座の取得が必要。
- その口座の預入金は、ビザが発行されるまで移動できない。
- クオータビザ発行後に預入金は自由に移動及び銀行口座の廃止が出来る。
- 日本人の場合は、日本の最寄りの警察署での無犯罪証明書が必要。
- その証明書の日本にある、フィリピン大使館での英訳が必要(その領収書も必要)。
- 他の必要科目は省けますが、以上の項目は今現在は厳守です。
入管取次ぎ弁護士も、様子見の状態でどの弁護士も未だに手を出していません。
要するに申請は始まっていますが、今のところ申請者ゼロ無しです。
